For commercial print: uncoated with weight for anything written on, coated art paper with lamination for anything kept, maplitho at volume for distribution work.

For outdoor and signage: ACP with printed vinyl for permanence, star-flex for a season, sun-board and foam board for interiors. Specified against what the piece has to survive, not against what makes the quote smaller.

Brief and specification first - what it is, what it goes on or through, how many, and by when. That conversation is short and it is what makes the quote realistic.
